How can SMBs implement affordable awareness programs?

You don't have a massive security budget, and that's actually fine. The best awareness program doesn't come from an expensive platform. It comes from your team taking phishing seriously and catching red flags before they become breaches.
Start by understanding what you're defending against. A phishing attack usually lands in everyone's inbox. It looks vaguely official. It creates urgency. It asks someone to click or reply with sensitive info. Your job is teaching people to pause, check the sender address, verify with a phone call, and report it to your security team. That's it.
Free resources exist specifically for this. CISA provides phishing awareness toolkits and training templates. SANS offers free security awareness newsletters and tip sheets. Both are legitimate, no catch. Most email platforms (Gmail, Office 365) have built-in security awareness features you're already paying for. Use them.
Then run quarterly simulations. This is where Gophish (open-source, free) comes in. It's not fancy but it works: send a harmless test phishing email to your team, track who clicks, and follow up with training for those users. You don't need enterprise platform sophistication. Quarterly beats never doing it.
Focus your energy on high-risk roles first. Finance, HR, executives. Anyone with access to passwords, banking systems, or sensitive data. They're the targets. Train them hard. Everyone else gets the general awareness, but these roles need deeper understanding.
Build culture over tools. A company where people feel safe reporting suspicious emails (without getting fired for clicking something) beats one with a shiny platform nobody uses. Make reporting easy. Celebrate when someone flags a real phishing attempt. That peer example spreads faster than any mandatory training. Related: security awareness program.
Next step: get leadership buy-in for 15 minutes of quarterly awareness, pick one free resource to pilot (try CISA's toolkit first), and set a date for your first simulation.
