What does a low CTOR indicate?

A low CTOR tells you that people opened your email but didn't find a reason to click. The problem lives in the content, not the subject line or deliverability.

That's the useful thing about a low CTOR: it isolates the failure. Your subscribers opened (the subject line and sender name worked). They just didn't take action after that.

Common reasons for low CTOR:

Content-to-expectation mismatch. The subject line promised one thing. The email delivered something different or less interesting. Subscribers feel misled and don't engage further.

Too many competing CTAs. If your email has six buttons pointing to six different things, readers don't know where to focus. A single clear call to action performs better than a buffet.

Long, wall-of-text emails. If the CTA is buried below a screen's worth of reading, many subscribers won't get there.

Content that's too broad or general. A segmented list with targeted content clicks at higher rates than a generic blast. If everyone's getting the same message, it's relevant to fewer people.

Wrong audience for this content type. Some content just doesn't drive clicks and that's okay. Educational newsletters often have lower CTOR than promotional emails, not because the content is worse, but because the intent is different.

Before you restructure your entire email, check whether the low CTOR is consistent across campaigns or isolated to one type. If CTR is also low, the problem might be broader than just content. If MPP is inflating your opens, the denominator is artificially large, which makes your CTOR look lower than it really is. Segment your CTOR by audience and send type before drawing conclusions.
