Which mailbox providers offer FBLs? (e.g., Outlook JMRP, Yahoo CFL)
Still have a question, spotted an error, or have a better explanation or a source we should cite?
Most of the providers that matter offer some form of feedback loop. Here's the current map, which programs you actually need, and the one big gap.
The big providers
- Microsoft (JMRP). Junk Mail Reporting Program, covering Outlook, Hotmail, Live.com, and Microsoft 365. Enroll through SNDS, where JMRP has lived since June 2026. Reports still arrive in ARF, but Microsoft now hides the address of the person who complained and strips the message body. Tag every message with your own ID in the Message-ID or a custom header so you can match each report back to your send log.
- Yahoo / AOL (Complaint Feedback Loop). One enrollment covers both Yahoo Mail and AOL Mail. Yahoo's program is sometimes called CFL.
- Gmail: no traditional FBL. This is the gap everyone hits. Gmail doesn't share per-recipient complaints. Instead you get aggregate complaint rate inside Google Postmaster Tools, broken down by sending domain. If you only check one postmaster dashboard, this is it.
- Apple iCloud Mail: no FBL. Apple publishes no feedback loop and no complaint dashboard, so iCloud complaints stay invisible to you.
The smaller programs
- Comcast, Cox, Charter / Spectrum: US ISPs with their own enrollment, smaller volume but the recipients matter for B2C senders.
- USA.NET, Mail.ru, La Poste: regional players with FBLs if your audience reaches them.
- Fastmail, QQ, Italiaonline (Libero), SFR, Virgin Media, Ziggo: these run traditional feedback loops too, according to M3AAWG's list of complaint feedback loop providers. Smaller volume, so enroll only if your list reaches them.
- ProtonMail: no public FBL. Smaller volume so usually not blocking.
Not every loop tells you the same thing. The traditional loops (Microsoft JMRP, Comcast, Cox and the rest above) send a report for each complaint, based on your sending IP. Yahoo's loop is domain-based. Gmail's is aggregated: counts only, with no complaining user named. Microsoft SNDS is aggregated too.
Which ones to actually prioritize
If you have to pick: enroll JMRP, enroll Yahoo CFL, set up Google Postmaster Tools. That covers the majority of consumer mailbox traffic in most regions. Add the smaller ISPs only if your complaint data shows their domains over-represented.
If your ESP handles shared infrastructure
Most major ESPs (Mailchimp, Brevo, Klaviyo, SendGrid) are already enrolled across the major programs and parse the reports for you. If you're on a dedicated IP or running your own SMTP, enrollment is your responsibility. Not sure which side of that line you're on? SOS is free.
The most useful email questions, once a month
One email a month. New questions worth reading, real deliverability changes (Gmail and Outlook updates, etc.), and any tool or report that landed since the last issue. No fluff, no upsell.
