What it really measures
Mail caught by its spam traps. The number the lookup returns says which kind:

Why you might be there
Your IP's mail reached one of those traps, or a neighbouring IP looks related. uribl is about a domain inside the mail, not the sender, and that includes links behind shorteners.
What to think about
If you send through a shared service, go to your email provider first. On a shared server, the operator says it may allow time to fix the problem before listing.
How to get off it
Check the IP or domain at rbl.abuse.ro, and if an IP is listed, ask for delisting with a reason. A contact email is optional. Do not ask it to delist an email address, since it lists IPs and domains only. Its only contact is admin at abuse.ro, and it says it rarely answers anyone who is not the owner.
