What it really measures
Only whether an IP is a Tor exit, the point where Tor traffic leaves the network. The page says nothing about spam or email reputation.
Why you might be there
You run a Tor exit on that IP, or a node that allows exit traffic without advertising it. If you do not run Tor, ask whoever manages the server.
How to get off it
There is no complaint process. The IP drops off within about an hour of the node stopping. The list updates every 30 minutes.
