How do you identify underperforming segments?

Identifying an underperforming segment requires two comparisons: how is this segment doing versus your program average, and how is it doing versus its own past performance? Both matter.
Start with relative comparison. A 10% click rate isn't inherently good or bad. If your program average is 5%, it's excellent. If your program average is 18%, that segment is underperforming significantly. Establish your baseline per metric (click rate, open rate, complaint rate, unsubscribe rate) and flag any segment sitting more than 20-30% below it. That threshold gives you room for natural variance while catching genuine outliers.
Layer in trend analysis. A segment that opened at 22% six months ago and now opens at 12% is underperforming, even if 12% is acceptable by your program-wide standards. One bad campaign can happen to any segment. Three sends in a row at significantly lower engagement than historical average is a trend worth investigating.
Watch the negative signals specifically. Complaint rate and unsubscribe rate by segment tell you whether a group is actively disengaging. Any segment generating complaint rates above 0.1% per send deserves immediate attention because those complaints flow directly to mailbox providers and affect your sender reputation for everyone, not just that segment.
Check deliverability signals per segment. High bounce rates in one segment point to data quality issues specific to that group. If one acquisition source or one signup cohort has substantially higher bounces than the rest of your list, that source deserves investigation (and possibly quarantine).
Include commercial performance. A segment might look fine on engagement but fail to convert. Revenue per subscriber, purchase rate, or whatever business outcome you care about should be in your segment health review, not just engagement proxies.
How often to review: for high-volume senders, monthly segment performance reviews make sense. For smaller programs, quarterly is usually enough. What to do when you find underperformance: investigate the cause before taking action. Is it a content fit problem, a data quality problem, a frequency problem, or an acquisition source problem?
